Mr.Gaghvan, IAS people are most non-serious civil servants. If there is audit of files dealt by these persons during their life times. I am afraid not more than 5% people will come as good civil servants. You know it better than me. Why blame the small fries who act on dictates of their seniors. Are senior officers are not aware that their subordinate persons is corrupt, he comes in antoxication state and drinking in office premises. why senior officers of your level do not act.

Recently top secretaries of each dept in Mah Govt were given targets by their Chief sect mainly related to file disposals, ensuring action on committments given by their Ministers etc. None of these senior Sects got more than 3 or 4 out of 10. When this was declared in a daily these 'IAS' officers objected to their chief about disclosure of their marks saying that they cannot face their children with such "results '. They forced their chief to abandon this 'result oriented analysis' with such a lame excuse.
God save India with such a 'steel frame'of IAS officers.It is these non serious, non working IAS who lead our babudom.

Pay hike for government employees!

The announcement of a pay hike for the government employees never fails to raise the hackles of our citizenry. For it is widely perceived that nobody in the government works and on the contrary, they simply drain the government treasury of scarce development funds.

No doubt all governement employees have not exactly covered themselves with glory by their performance. But, it must be noted that an archaic structure of governance with scarcely a sound system of instilling accountability, it is not difficult to know why the performance has been so shoddy. This however, should not take away the contribution of countless government employees who toil day in and day out to ensure a semblance of performance and keep the creaking system working.The fault lies in our collective inability to design a system which is modern and tailored to suit our requirements and needs and instills a sense of dicipline and accountability on the employees.

To begin with we need to utilize the means available to us to ensure we have proper political governance which can ensure a proper superintendence of our government employees to discharge their work responsibly and efficiently.

For all that we need to strengthen the education, health and other social sectors of our economy which impinge on the quality of manpower we are able to create in this country.This will in the long run lead to the necessary upsurge from bottom up to ensure the Indian economy and the society undergo the necessary tra

Private sector employees have some new disease - they think only they are working and others are getting money for nothing. In fact, non-working in government is open to public eyes merely because of transparency. Tell me, how many private companies / firms are opening and closing due to losses everyday and who is responsible for the losses? Are the employees in those establishments not responsible for losses and closing down? If everybody is working well in private sector why are the firms suffering losses? Why are their share values and profitability going up and down. Non-working and working are everywhere. Kamchor is not limited to only government. In private sector sacking easier while in government sector it is a long process. Corruption is not due to taker, it is because of somebody giving and getting wrongful things done. We are not in krith yug or thretha yug that everybody is genuine on his own. Instead of blaming one small group try to do something productive. In Central Government service there are hardly 50 lakh employees while 40 crore prople are in non government sector. This is a very tiny minority and cannot do anything of their own without others' connivance.

govt should give extra benifit to defance service because their sources of earning is only salary but as like other deppt salary is only one pinch of salt extra income is 20 times more than salary

I read with amusement the time tested ad nauseam discussion on whether the govt sector deserved any pay hike or not. May I make the following points..........
1. 33% or 1/3 of what the govt gives its employees is back with the govt in the form of taxes.So the 22odd thousand crore is effectively 15 thousand crore.
2.Secondly, saying that the pvt sector performs and the public sector does not is too generaised a statement. The NTPC, ONGC and similar navratans, RBI, officers in PSBs,Railways, MTNL, BSNL etc etc are as good if not better than their counterparts in the pvt sector. Just because they dont have posh offices and good looking girls in the marketing dept, does not make them any less better.
3. Profitability is not a criteria to judge these companies simply because they are not profit oriented. Long gestation periods, social responsibilites etc bar them from making a killing in the markets.
However, that is not to say that they are hunky dory organisations. problems do exist but the same applies to pvt companies also. In todays time of materialism and consumerism, if deserving govt employees do not get rewarded
there will be churning of employees resulting in good employees leaving for greener pastures and the bad ones being left behind.This will definitely make the govt organisations useless.
4. Any pvt organisation will vouch that the real profit comes from a few employees... the others just take advantage of the name and fame of the company.

this is a election gimmick by government to garner votes.what about productivity of the staff.only defence personnel shoul get pay hike & not babus.Have you seen how strikes are organised? it is kept a day before or after public holidays.Take the recent SBI strike case.The government departments should introduce performance wise salary structure.

do anyone opposes the Sal hike in pvt sector... wat work most outsourcing offices in india r doing.. why do they need pay hike...
a 12th guy can perfom 99% of the job done in outsourcing office... a experienced guy can be replaced by a fresher then y u need a pay hike... jus for sake of complaining govt employee ppl sud not write their envy here...do anyone say pvt employess who r in the position of handling money r not bribed ...

bribing takes place in all industry .. it doesnt mean only govt employee only does.. its an attitude problem..

The amount of options open to the corrupt to defend himself and the kind of support the Unions and like minded Co-currupt oficials, Politicians, give to such nincompoops is amazing in our country. A standard Suspension is the norm, with half salary and benefits, reinstallment after the so called enquiry is a rule, giving him the benefit of arrears with interest. The honest official hangs his head in shame while the corrupt walk tall promotions and plum postings.
One thing if sure the family of a currupt officail always has a grave tragedy in the form of accidents, sudden deaths, or abnormal deformity with the new born. This is Gods way of punishing them.

Have a first hand experience with govt departments,central as well as state ,and then give your comments on pay hike. Pay hike is not contested rather it's a must with increased cost of living but at what cost to the masses who pay for the salaries of these rusted hands who do not intend to help administration run and make public suffer be it any department.Police is the worst. They have superseded all laws to manhandle and squeeze money out of the suffering masses. Active defence forces are exception as of now.

Mr Raghavan, after all govt employee is also an aam aadmi. The TV channels and news papers are demonising the govt employee when any news regarding marginal hike in their pay happens. The bussiness man , the celebrity, the highly paid journalists(bribed by politicians and anti-nationals at times)who are evading the tax will never come in picture. Govt employees are recruited by conducting competetive examinations and interveiws. The best of the talent are recruited to govt service. A miniscule minority of them are made corrupt by the bussiness man and politcians. The only sin a govt employee is doing is to serve his country with out looking at his pay package. Compare the pay packages of highly qualified middle level officer in govt service(who risks his life also in the case of security forces) and the corporate sector. Don't give them any thing but at least stop humiliating them by asking for output which can not be measured (like it is measured in terms of profitability of companies in private sector)and if someone thinks that govt employees dont work then i dare them join any of the security forces who account for the maximum of govt employees(minus railways).

What do u want 2 compare?
The private companies are paying 10 times for the same job & qualification. but the job out put for govt servents is only half compared to that of the private or corporate sector employee. Even if the output is one-fourth, it is still better when the cost is calculated.

A job that is done by two persons in a corporate sector; requires 4-5 persons in for govt employee to do the same job. Now compare the cost effectivness. In addition, take care of the employment generation.

Finally consider the job reservation aspects as one of the reason for rather lower out put
