Govt pay hike: What about output?

It is so very easy always to criticize than analyse. Let me get into one particular categories of workers - Teachers. They are understaffed, underpaid, have to deal with children whose families are not in favour of education, only send them because of mid-day meals, because they get Rs. 500 for uniform, children who cannot do homework at home because they are sent to fill water, care for their younger siblings, live in houses having 16 people, do not bathe for 5-6 days. Infrastructure which has non-working fans and lights, roofs made of tin, are not allowed to take initiatives, have to sometimes clean their classrooms, get lights repaired on their own because there is no worker no security available to do chores or guard their schools. That Mr. Raghavan is the state of the work environment and if we deny them the basic pay increase which our dear private employees enjoy year on year, well I think its their right. So, pls ideate on improving work environment on improving basic education facilities than criticize about bigger things in life. They can follow.

I completely agree with you Mr. Poddar. Teachers in Schools and Colleges/ Universities deserve salary increase. Infact School teachers should be paid at par with College/University teachers given the nature of strainous and tedious jobs they have to do. It is not an easy task of controlling a group of children in a class and imparting student-centred learning. It is as difficult as a coporate job or a research job. Besides, schools in many rural areas do not have basic infrastructure for education. Sometimes the teachers have to take the initiatives by spending from their own pocket.So their needs to be imporovement in infrastructure and an increase in salary too. Next comes University/ College teachers. The salary of a lecturer with allowances and other perks turns put to be insufficient given the cost of living and inflation rise. This is the times where only IT professionals, Doctors and some MNC people can have great time in India. The price rise is also because high paying jobs that have emerged in the recent times. This has made life extremely difficult for others. For example in a city like Mumbai how will an ordinary college lecturer suvive with a salary scale Rs 8000-275-13500. The gap between the incomes of people from other professions and university/ College and school teachers should therefore be somewhat reduced. Ofcourse efficient performance-based appraisal system should be introduced in Colleges/Universities which is absent at the moment in most cases.

only the defence (army, navy, airforce) people are worth the hikes.. remaining departments earn loads of money through bribes.. why do they need hike?..

So....... let everybody take only bribes and no salary......even who are not taking bribes now, let us encourage them to take by making a state policy. How ridiculous.
Why not stop bribing??? RTI, sting operation, munnabhai method.....u can innovate better to handle this sucking govt clerks.

We cant tell that only one group works, another doesnot work...

Not that one group gets bribe, the other not...

Think of policy makers,doctirs, scientists, teachers, railway engine pilots, road layers... leave alll think of a simple clerk in an office... dont forget that the manpower scarcity is overloading the responsible heads, other colleagues one way or the other....

Name one profession that does not work...

You are true some opt for bribe... It does not imply that all are same...

its common in many contracts inside and outside the defence too... who can guarantee? Defence people get ration at highly subsidized rates.... what about their counterparts in indian govt..... who pay just 2 to 3 times a defence personal pay...

defence has to work in odd conditions no doubt about it,... risk their lives...Every one supports it without exemption....

But it does not mean other depts are not working or so...

Pay hikd is good. Now a days it is difficult to adjust with inflation. Cost of everything is going up all the time. Govt. is doing nothing to stop this. [In short Govt. cant do anything because it the the Multinationals who are ruling this country and not the representatives of the People.] As said by someone - 'PEOPLE WILL GET ONLY WHAT THEY DESERVE'. (Only if people become straight and wipe off these bad politics and politicians, then the Country will and the people will improve. Till such time our live will be determined by MULTINATIONALS')

The Government employee or non-government employee is interested in his pay and perks. It is naturally for the employer to get the work done commensurate with what is paid. In case of private sector, the loser is the owner so he is interested in getting his employees to work and deliver the outputs. In case of Government employees, the public are the masters and direct masters are the legislators - Ministers, Central and State. They are not interested in working for the people and they have their selfish needs. Public are more interested in getting their own work done instead of waiting a queue, demanding work genuinely or questioning a non-performer. If even the paymaster is not worried about the output, why is the employee worried? Nobody wants to idle away or sit without work, but one must be allowed to work, after all. Nobody in the world works on own, in India or the US or the China or the Pakistan. So, think - whose responsibility is it to demand for the output from Government employee?

Those who are critical about govt pay packages should clear their basic first.
While people work in private sector to fulfil the "Maliks" objectives and interests, most of the government staff is working on "Development projects". Think who are working on development projects of nations? it is largely govt staff.
(2) While private sectors gives 10-15% average salary hike periodically , Govt staff gets once in 10 year.
Why so jealous to govt staff.

Those who are talking about "output" should realized that they are also bound to give their "output" to nation besides their "malik" or "seth". Are they doing it genuinely/ If so then why there company is not number one in India or why they are not recognized yet!!

Remember, when you point a middle finger to Govt employee, remember too that other four fingers are pointing towards you.

Agree, now small compare, When I applied for MTNL land line connection, it took 1 month to get it where as Airtel gave me in 3 days with high end hand slet. Now this is what you are trying to tell us to understand?

Very true. Airtel puts unseen charges behind it and they live on you for every paise. BSNL is not putting hidden charges. If you go to nationalised bank, they take more time to give credit card or a loan but they don't hire goons to recover. If you go to HDFC or ICICI, you get loans immediately, but next day there will be goons knocking your door. Which one do you want?

Understand, government is all service sector, except infrastucture, they dont produce anythng, so in service indystry if you serv better people will admire you else they will look for another options and that is the reason why people prefer more from private service vendor then these s called public servernts

:-) You are right if one fingure is pointed towards a government employee 4 hands (not fingures) plunder your pocket. Even if you are an employee of any Central/State govt. outfit please do have first hand experience yourself in any govt. dept. having a direct public dealing OTHER than your own dept. You would love the treatment meted out to you.

i would suggest get the contract system in tot he govt and dont get new workers on permanenet basis this is secure your output.

Have you ever gone to Colletorate office where the Registrar/SDM/Tahsildar how the behave with public. If you do not pay Rs 50 your certificate would not be typed, if againn you do not pay the clerk will not issue to you. Interesting when you think that you would like to complain to the office bearer than he will pretend that he is not listening your voice and if you speak loudly than he will kept besuy in telephone . he will keep down telephone only when you will go out. They know it but they also share money monthly. So pay hike should not be given to them. As an average revenue in a Block is colletecd as bribe around 15 lakh per month and at Ditrict Level it is crossing more than 35 lakhs per month.

Judge the output yourself..

Only people working in Central excise, Income tax, collectorate, , registrar office, some divisional offices in PWC etc have access to bribes. There are n no of other departments who have no public contact and thus receive no bribes. Even in so called greener pastures like central excise, all are not corrupt. Some times it is the people who visit these offices who offer bribes even without asking. Many times the officers posted in these places are under immense pressure to accept the bribes. Hence, unless, we as a nation decide to fight corruption, just blaming govt employees for all the ills does not serve any purpose. One thing every one in this forum should remember,there is hardly any recruitment in recent times by the govt sector; Young men/women with potential do not want to join the service for low pay; there is lot of quitting by middle level IAS. My own cousin (presently employed with infosys) was persuaded by his father not to appear for IAS. My own sibling, who was with airforce as short service commissioned officer and wanted to join IAS was made to quit by us (family)and now is in private sector after premier institute MBA. Grudging a govt employee for the salary because some of them are taking bribes does not solve the problem of corruption. The mind set should change. Tell me how often when you were caught by traffic police you have offered him Rs 50 instead of paying Rs 200 fine? Have you said ok I will pay Rs 200? It is easy to be self serving

It may not be different in private sector. Just because public do not go to you, you do not have the opportunity. It is not that you are not take, you are simply not getting. And why do you pay bribe? It is your inefficiency if you cannot question something wrong. Don't try to blame one side of it. Both are equally responsible for the corruption. Non-working is public's inefficiency. Go to a railway station or bus station in any big city and see how government servants are working there; if somebody is not there the crowd will start shouting. See the banks, how they are forced to work. Question your collector and MLA if clerk is not working in the collectorate. That does not mean you make him live like a beggar.

I support your views. In fact, those who could not make it to government employment keep envying us and expect us to live like beggars while they will move in foreign cars, stay in airconditioned rooms, what not. It is a overdue hike and is a pittance compared to what is paid to private sector guys.

well if anyone in the govt need a raise its the army and the paramilitary forces, its them actually serving the country. what they get is not commensurate with what they do or even compared to the private sector.

Paying hike to employee is OK, Moreover it is necessary to hike because there are lot of increased expenses.

But at the same time each and every employee must realise that they are getting money from the people tax, so we need to server them sincerely.

But he reality is different.

Goverment officials are always treating common public people as dogs. If any one giving bribe money then he got the work done and he got respect. Otherwise whoever he may be, even he aged or young or lady or student he is treated and treating by the government people as dogs.

I am 100% sure that none of the common people can be satisfied with government staffs service either it may be state or central.

In all the categories 50% of planning money is looted by these government servents, they are showing ways of corruption to business people and getting money.

Until otherwise they realise that they are servent to common people INDIA can't develop.

You are right SASI. Yes, corruption is more like fixed source of income for many of them.
There is little/no accountabilty in these kind jobs. Unlike govt services, in the private sector, people have to work hard to ensure that their job is at last secure for tomorrow, and govt. can afford to increase salry of it employees only because of the honest Tax payers from private sector employee. Govt should start down sizing the govt. staff soon.

Actually there is one thing i could never understand. Why is there a cribbing everytime we talk about increases for govt servants..all private/public ltd companies employees get an increase every year..about 2 times the inflation rate ??. Agreed, thats for the hardwork or extra time or talent required..
So whats wrong with the inflation linked increase for govt servants..come on guys dont expect these servants to work indefinitely at same scale ...
Bringing in other income or bribe is a different issue altogether.. thats corruption and has to be tackled at a very tactical level.
Imagine a ticket issuer in railway station of mumbai..wht kind of place he works and how unhygienic it is...its so easy for us who work in ACs to quote something here on rediff...
At the end, even we spend some time idle and watching some sites here...isnt it ?
Be logical...

Even i work for a pvt co.

I agree. In fact corruption is legalised long back in private sector. They pay money to get things done and show it off as their achievement. In government, it is not yet legalised. That is the difference. Blame the giver for doing two wrongs - encouraging somebody do wrong, jumping queue and getting wrong things done in wrong way. From where is he getting the money for bribing anyway? He is once again looting and cheating his customers. Private sector is the cause of today's inflation problems.

ticket issuer will not be able to take the bribe but a gutter cleaner will surely ask for cahi paani ka paisa and we feel sorry for him doing the dirty work so people do tend to give them the money.

there are I understand 50 lakh employees in the central Government. This includes different departments such as Railways, research institutes, Postal and telegraph, Universities etc to name a few. Is every one of these 50 lakh corrupt?
