you are right. It was bcos of PM Modi's active intervention the ordinance was done double quick to continue jallikattu. It was UPA and Jairam ramesh responsible for banning jallikattu by adding the bull in the list on behest of the NGOs . That is why they are mum on this subject . many are missing this point
