The govt. should appoint top private sector CEOs, in business, commerce, financial, industrial, as minister of state and limit the promotion of Civil servants at additional secretary i.e. They will rise on promotion only up to additional secretary levein the govt. That should improve the performance
For example, Mc Namara, President of Ford was made Secretary of defense in USA!

Please let me recall, Mcnamara was one of those eminences from the private sector who were complicit in bombing the civilian populations of Vietnam, Cambodia and Laos. As for other "corporate worthies" who serve the people of the US from within the Govt. one day move out to a corporate Hqrs another day and pursue "private interest" at the cost of "public interest".

In India whether Minister, bureaucrat or a private guy, once they get that position then think only about their power and the money they can make. This way or that the country gets screwed. Because Indians are selfish and greedy people where 'self' plays the most important and only role.

In fact I have tried to do some good value addition to government machinery. I had left my corporate job and joined a Govt organisation. I had tried to revolutionize the working culture in the organisation but it was against political will and bureaucatic will, as a result I have to resign and come out of the system.

Academic excellance not every thing

Our selection of IAS of based on academic excellence in UPSC competitive exams followed by 1-2 years of training. This academic nowadays is not original but from training/ coaching classes.
Now science and technology is so much advanced and it needs to be regularly updated. The domain knowledge of IAS officer\'s is not current, hence they cannot fully internalize many modern concepts. Still our system gives unlimited powers for these officers take decisions for all of us.
Our system gives power of administering district (about 50-100 lakhs people) to a young boy of 25 years. How far is it justified? A collector plays important role in the lives people residing in the district. For this we need experienced and knowledgeable person not a boy.

IAS/IPS/IRS/IFS are all bloddsucking parasites preying on India. They join these organizations to get the 'trishul' on cars, type 'xyz' bungalows, daffedars, chaffeurs and all other perks including cuts out of every deal. Their commitment to this country and its people is zero.

Kudos to the author for his real analysis.The countrymen deserve a better deal certainly.IAS is a failed cadre and they know it.We need to to give it back on their face and hold them accountable for all their misdeeds.

In India it is a sad part of public administration that every final power lies in the hands of IAS person. The so-called BABU is supposed to the Master of all, which that person hardly have the expected expertise. The experts of various fields are kept subordinates to these IAS, and that is the reason for RED-TAPISM in India.

WE HARDLY COME ACROSS IAS OFFICERS WITH COMMITMENT TO SERVICE,HUMAN TOUCH OR CONCERN TO LISTEN AND ADDRESS THE GRIEVIENCES OF ORDINARY PEOPLE.THEY ARE NOT AT ALL WORTH THE RESPECT THE SYSTEM HAS GIVEN THEM.IT IS TIME FOR TOTAL OVERHAUL OF THI DETIORATED SERVICE

It is important to know who are joining IAS. Today we have MBAs, IIT engineers, doctors, National Law School graduates joining them besides of course the generalists. This article is written more out of jealousy than anything else. The success rate in Civil Services exam is 0.025%, that is 1 out of 4000.

a very naive analysis; the car model keeps getting updated but if a driver is incompetent, or if instead of petrol you fill in political garbage in the petrol tank or further if you don't avoid the ditches of corruption and political patronage that are on the road, you have no right to blame the car for your miserable non performance.
mr mihir, did you pass the 8th class before you wrote the above nonsense?
