Sorry Sir
by anita jadhav on Jun 09, 2015 12:44 PM  | Hide replies

Sorry Sir you have it all wrong, there are many officers who want to bring the changes, but are not allowed to do so by the Ministers. There are many honest ,hardworking officers, but no Minister wants them, since they don't bring in money for them. Come on don't blame only the civil servants. Corruption started with the greedy Ministers. Go do a survey of the amassed wealth of ministers and civil servants, you will get the result and the connects.

scrapping IAS is totally insult of talent of such exam they pass those who are planning to scrap IAS must be failed candidates in IAS exam and it is grapes are bitter for FOX is the proverb if you look at the govt work now political syndicate is badly hit by IAS lobby as they cut power cables telecom cables worth million of dollars in any corner of India and no body stop them as political syndicate back them so such antiIAS lobby must be active so this people who support scrap IAS must be asked to appear for exam as last attempt to know their knowledge level and their worth?

Mihir Sharma on the IAS
by R Venkatanarayanan on Jun 09, 2015 11:41 AM  | Hide replies

Mihir Sharma is not the first one to mouth this nonsense. OK. "Abolish" the IAS. What will you fill the vacated space with? With Mihir Sharmas? Ignorance is said to be bliss. But it is so dangerous when people start concluding and prescribing "solutions" without knowing how decisions in government are taken. I would categorically say that there is absolutely nothing, repeat, nothing to prevent ministers and elected Parliament to overrule what IAS men/women or for that matter any bureaucrat advise. And overruled they are, not rarely but often. This is the fact.

What about public dealing ! Instances that are handled by the brown-sahib culture in our sachivalayas everywhere.....the arrogance, the unwarranted levels of secretive dealings, the inaccessibility, red-tapism with the sole purpose of extortions,....Mr. Venkatnarayan, you are wrong in acknowledging the psychological barriers that the bureaucracy in its present IAS form suffers from which prevent bureaucrats from seeing themselves as normal govt. employees expected to identify themselves with normal indian citizens. The issue is that a middleclass person inducted in IAS is soon turned into an arrogant incompetent buffoon of an administrator by an environment of work-culture that is polluted and corruption-driven......authority is taken for granted !

Let us acknowledge that it is a colonial legacy which was designed by and for the colonial masters to loot and plunder and not to govern....simple commonsense, Mr. Venkatnarayanan, why would the queen of England have an administrative structure designed to 'govern' other countries....the structure was meant to loot and rule high-handedly over a vulnerable populace....your congress masters chose to continue running it that way....changing the system would have been too challenging for them anyway....its' only a homegrown outfit like the BJP-RSS combine which can atleast think in this direction.

India is united due to IAS only, not due to political leaders, they are fighting always and creating hate among masses, their mentality is the same which used to be prior to Islamic or British era in India.
But erosion took place due to political leaders only, we want that in Secular democratic India, non performers, unfit and suspected corrupts must be retired early.

Yes., this class of national waste, must be disbanded, immediately, which has a set of unaccountable, arrogant despite being inept, corrupt, fawning officials, cutaway from public at large. These can easily be replaced by toppers from IIM,IIT, ISB etc.

IAS
by Naresh Mehta on Jun 09, 2015 06:27 AM

The IAS always looks after their own Interests. They are least bothered about others. The commit blunders (Intentionally) and get away. There are number of examples. The latest is the circular 'two finger Test for rape victim, sent to the Hospitals. The honourable Minister says he was not aware of the same. But The minister is hasitent to take action action against the defaulter?
Take example of 6th Pay commission.Where in due to deliberate exclusion of the Rank Pay for the Officers of the Armed Forces, Govt of India had to suffer lot of State Exchequer. And no action was taken against the defaulters.
And now the present issue of OROP ( One Rank One Pension) for the Defence Services IAS is creating the hurdles as they do not want the personnel of Defence Forces to be benefited ( May be RIGHTLY).
I think IAS should be renamed as " IN APPANI SERVICE" only.

All of us feel that the author could be very much right simply because we don't know if any other country has this cadre.
Can Rediff take a national vote on this matter?

Ideally, It Should Have Been Replaced On 26th January 1950....
by rishi on Jun 09, 2015 12:35 AM

.....replaced with a fresh administrative structure of our own......unfortunately, it suited the congress traitors who were served power on a platter to carry on with a system which would henceforth salute the nehru-gandhi parivar.....no wonder everyone from the peon to the president ended up shamelessly doing 'jee-hujoori' to an italian housewife even in the 21st century... till the new generation hindustani voter chose to exert herself and brought in an entirely home-grown outfit in the form of RSS-BJP combine to govern! One can be confident that the average BJP politician is more nationalist and therefore less tolerant of colonial mentality of the bureaucracy....and would therefore support replacement of IAS with an entirely new government administrative structure.

clannishness
by selvasundar bala on Jun 09, 2015 12:14 AM

funny. we start commenting without even knowing what we are talking about.
who stopped the government from appointing top technocrats as Ministers . (Called secretaries in USA- the one ignorant indians forget).
If IAS can be blamed its only about their clannishnes to the core and overlordism

earlier we blamed the politicians. now it is the bureacrats. we are what we are because of the size and cacaphony. you replace them by another 100 thugs and they will be worse.
Because of their clanishness to and extent they are able to stand up to the politicians. The others who are not o clanninsh or ven that protection give up without a whimper.

The fact is that the iron frame is a necessary evil. they are what they are because they wanted to be what they are. Professed intentions not withstanding they are behind power and they enjoy it very much. Cross even the most humble bureaucrat and check out the whiplash. So, all they want is to retire as secretary to the Government of India.
