Another one from Colonial School of Thoughts. We need the skills to handle the complex and varied form of situations rather than just the IAS who , over a period of time, becomes jack of all and Master of none.
Sir N.Gopalswami Iyyengar, chairman of the Draft Constitution Committee (1947-1952) was of the opinion that lack of accountability and excess power have been vested in the then ICS (now IAS) officers and gave examples of tyranny of the Collectors of the "Raj" during the committee discussions. He recommended the stripping of the powers of the IAS to such an extent that embarrassed Sardar Patel passed a comment,"Sir Gopalswami, you are practically making them (IAS) naked". Instead of ending the IAS, if the articles of the Indian constitution which shield them of punitive actions, are repealed, I think that is enough. Don't enrol Govt servant in permanent capacity, minimum suspension time and maximum cases of dismissal.

May be true that IAS may need to be shuut. But look at pvt social enterpreneurs having IIMs, Hawrwards, Pricetons etc. There is one such SEntrprse in Hyd. The Chieeif of which for simple greed had CEOs and other Senoior Mgment staff who do not worth the cost of paper on which their degree is given. All these incldng the Chieef who is intrnationally repuuted had only one common thread that is greed and sheeting the people. Like Greean pease this orgn, Soc Entrprs and its bossis are the kind one can never imajine. Basically, the quality of Idians as human beings with urge for claen and honest career and money are in great short supply.

On Target. Indians are crazy about money and power. Instead should learn from Japanese about work and sincerity
Every PM has his own style of functioning, but our country suffers with few hereditary problems such as: 1. Ever increasing population-no national policy 2. Corruption at grass root level 3. No accountability of govt. servants 4. Defective judicial system-where only legal truth is superior to actual truth Though list of problems are many, but biggest is budget, majority of expenditure is establishment, over the years-govt. servants by way of accepting appeasement policies have made themselves superior to all by way of DA linked perqs.(not carry home salary), pension and retiral which eats major chuck of our budget say in lacs crore, this needs correction (Big hue and cry and dissent) Modi appears to be afraid of touching it. If he does not touch the above major issues - incumbency factor is bound to happen.

If you have to control the IAS officers they it is your duty to elect learned MP/MLA instead of that uneducated persons. If educated and understandable ministers are there then there is no IAS to dare any curruption. This us the sin of this country sorry not country sin of indian voters. Please wake up gentleman and vote only educated people either parties . for example finance minister is law knowledge and not economic hence he is depending upon only buracartic definately they will give wrong advise if they have not received and return. Please wake up my dear friend and stop to critize in one particular person.
