The problem can be attributed to lack of quality policing and policing resources to implement the laws , and lack of quality citizenship to bring the right kind of government or the right reforms.
Institutions that empower the common citizen with good education , cultural literacy and a good value system is the key to all this.
We have to go the extra mile in creating these kind of institutions.

Now a days women can do any thing. Female can do wrong things(It is fashion), but male can't do( It is crime).This is future of INDIA
I think the message is clear, though most may find it difficult to digest the directness of the article.
Its imperative that average indian men stop looking at woman as object of curiousity, They should get familiar with the fact that woman is a normal human being as he.
The more man gets comfortable being with woman (this happens only when society allows free interaction of men and women) the more he understands and relates to the realities of life. He will cease to stereotype women and may not be inclined to engage in hurtful things like rapes etc.
