You are almost there. I was reading up some materials on society and crime. Majority of the social scientists are of the view that - from your list, the order 2->3->1 is the best in terms of priority to act as deterrent.
Only one solution works for crimes against w0men or any crimes, for that matter - harsh and swift punishment. As long as this does not occur, the situation will not change and we will be debating on this topic even 20 years from now.
If each and every child is brought up with the values that one need to keep oneself away from certain crime/dirty things, crime like rape would disappear.
This tells people need not have any moral values for self but should have social values! That is hypocracy. We need to educate our child to behave morally within and out.

You missed the meaning of the article. You are the one who would try to do a scientific analysis of sound waves in mozarts symphony. Get real - get the meaning of the article rather than hobnobbing on surface

I am not hobnobbing,every body is aginst rape but point here is how to convience it to our male child, right? If you wanted to eductae male child why this author wanted to make child'personle morale down? I belive route is as importent as end goal. Author may not mind to have sexual relation ship with agreeing women before marragie, mind it, most of families disagree on this ans similler agruments. I think authors nerration about socila value is good,but I think author's self moral is too low, so could write like this.
