The Governance in India is responsible for the mismanagement. How is it that the private sector with restrictive controls is able to perform better than the government?? Why does privatisation end up being benefitial to the consumer, and even the government in terms of revenues???
How is it that some of the ex govt officials become excellent executives in the private sector???
Is it because the sarkaari kursi makes the occupant behave differently?? apathetic, philosophical, preaches rather than practices/ needs more money than his salary and compromises on his morals and later redifines morality!!!
HOW ABOUT A WOW THAT ALL THE GOVT EMPLOYEES WILL REDUCE THEIR BRIBE COLLECTIONS ONLY TO THE EXTENT OF PAY HIKE AFTER THE PAY COMMISSION RECOMMENDATIONS. THE COUNTRY WILL HOPEFULLY BENEFIT BY TEN TIMES THE AMOUNT GIVEN AS PAYOUT TP ITS EMPLOYEES, BECAUSE FOR EVERY ONE RUPEE BRIBED, AT LEAST TEN RUPEES ARE DENIED TO THE GOVT.

And who is responsible for this dismal state of affairs in the administration? The Indian Asphyxiated Service! Mr Raman has not touched upon this fact anywhere in his article. If the RTI Act has been successful to some extent it has been in exposing the (criminal) incompetence of these babus!

good question, Ravindran! I question the very existence of IAS, IPS, etc. No other country on earth (including the UK, which invented this stupid title-used to be ICS- doesn't have it). Why can't we just hire young guys who graduate from good institutions with MBAs?

one correction to your statement...nobody simply tries to bribe....I am sure in 90% of the cases it will be demanded by govt servants..in oneway or other...

only in very few cases, it is offered colunterily by people who try to expedite their processing....or avoid all the ill treatment offered by these offices.....

With die respect to the writer, he grew to high positions as mentioned. But my quation to him remain the same as I think a lot of readers would like to ask. What steps did he take to ensure that his dept showed higher accountability of the funds and man power used during his career. I dont believe this system allows one to get plum promotions unless he / she has political masters who will want their pound of flesh when required. So sir what did you do to avoid the temptation and your suggestions to spread the advice to your fellow officers.

To be frank, we always find retd IAS officers writing columns, participating in TV Chats etc.,
The so called best and toughest exam (IAS)is done to put the best brains to the worst of country.

After retirement these authors will blah,blah, in forums like this. Please ask them what they did when in service? To keep the service record without a black mark, the secret is to do nothing!

Senior Officers to be blamed for poor service

It's the senior officers like Mr. B.S.Raghavan are responsible for poor service in Govt. Sectors. It's the officers who are corrupt, who misuse their power (use office car for personal use), they themselves abstain from work or come late. If this is the example of the officers, then they have not right to comment of the other employees. If an officer (most cases well educated) himslef leads by example, then it's becomes easy for him to decipline his sub-ordinates. I have a doubt what type of service he provided to common people during his own service. Now, probably he's tasting his own medicine after his retirement and making hue and cry. There is hardly anyone to hear him now. If he wud raise the same voice when he was occupying the office, many more people would hear him.

it is like the child hood stories, like the Rajas/wazirs /kotwals and the rest of the durbaris, to avoid all problems,the rajas used to keep the durbaris happy and starved the nation, these durbaris are not concerned about about their responsibility, we know how the durbars navratans and staff make hay.

The author belongs to that brand of government service which has most the to answer for most of the ills which the author sets out ruefully. . For their ilk, there has been no comparison in post independence for a band or club which has benefited by self aggrandisement. . They talk of delivery of service , but their officers are birds of passage seeking greener pastures in WB,IMF, UN etc and after coming back they preach to the rest of the government servants. The whole malady has been lack and neglect of of supervision by the IAS men and women at the top at the services rendered to citizens at the cutting edge. If they set bad examples by kowtowing to politicians can they expect their subordinates to be disciplined. Government servants as a body have degenerated under the hegemony of the IAS. If it is suggested that the colonial legacy of IAS should be disbanded, the officer cadre reconstructed into a performance based citizen oriented service not based on permanent tenure on the basis on a single examination of doubtful validity, government be removed where its not needed , such suggestions will be dismissed off hand as unworkable without giving it a even a minute's attention. There is no hope in the hell for this country until drastic reforms are mooted.
