This new system will actually match the talent with capability. a person may be talented but may not be suitable for the service he has selected for himself. His capabilities will be judged by experienced people to find the suitable service for him during foundation course which will ultimately match the right person with right job. however the selection criteria during foundation course must be transparent and fair and also the people who are judging the candidates must be well experienced independent and unbiased.

The present bureaucracy has usurped the powers of all other departments. A topper from IIT, can be overruled by a junior babu, even on technical matters, because the babu is close to the politicians. The specialists are terribly demotivated and most do not wish to join Govt service. It s time there is administrative reform and babus are confined to their jobs.
very sorry to see government doing such things which is weakening the democracy. when we have such important issues to be tackled .We the people of india are also so divided we are not able to see the destruction of democracy.
