All civil services should start from bottom. A fresh graduate say 21 yrs of age should be appointed as assistant and his/her performanec should be watched. A pyramis system should develop and keeping 60 yrs retirement age means that one could become secretary at 57 years of age. One should not become secretary based on one UPSC exam.

very good suggestion. Now the officers want promotions or pay hike every 5 years. If they start working from lower level at least 2 years, and then next level post,they will understand the ground reality.

What wrong with this. In congress era all bureaucrats, even our Prime minister office including our PM was parrot. Now our PM speaking but bureaucrats has become parrot. A little more development. So Congrats...

The narrative looks like it is meant to scandalize the UPSC.

No one knows what the proposed amendment to the selection process. No substantive material to indicate 'parrot making' and there is this conspiracy theory already floated.

Demagoguery is nothing but propagation of ideas to scandalize the establishment without any evidence. Either it is entirely based on whims or has deep vested interests.

The fact that Demonetization argument was dragged into this process, shows that it is a deliberate attempt to scandalize the institution.

A person is a parrot BY BIRTH. Exams and foundation courses can not make him or her a parrot. If you have integrity , no matter what happens you stand your ground.

It is bull sh^t to accuse the examiners and foundation courses because you do not like it and float conspiracy theories on PARROTS ( with prejudiced undertones).

On a separate nore, UPSC is a common exam. It is not meant to test your mettle to see if you are fit to be IAS, IPS or IFS. The trainers and examiners at LBSNAA or SVPNPA will be able to judge you better since they spend more time with you.

The moment how totally irrelevant subject of Demonetization was dragged into this bull sh^t delusional conspiracy theory shows how objective the author is.

This is nothing more than providing fodder to politicians to create more ruckus.

Yes..Infact the training period will help understand the participants strengths, interest and inclination to perform better. Right now bcoz of the ill adjustment, many of them, though not all, forget that they are intelligent group which has managed to crack a difficult exam, and just get adjusted with the corrupt system. If you make them understand their line of interest, they will be able to contribute better to the system with their intelligence.

In 3 months time one will be so indoctrinated that you will become slaves for life? I didn't know Babus were make of such weak stuff. What is certainly weak is the case being made out.
The system , starting from the beginning is rotten.What the government is trying to do by itself is also not enough. A total over haul of the system of babudom needs to be re imagined.
Sometimes I feel more than Nehru & Congress ,it is Babus who have ensured India's continued backwardness.
