All civil services should start from bottom. A fresh graduate say 21 yrs of age should be appointed as assistant and his/her performanec should be watched. A pyramis system should develop and keeping 60 yrs retirement age means that one could become secretary at 57 years of age. One should not become secretary based on one UPSC exam.

very good suggestion. Now the officers want promotions or pay hike every 5 years. If they start working from lower level at least 2 years, and then next level post,they will understand the ground reality.

The narrative looks like it is meant to scandalize the UPSC.
No one knows what the proposed amendment to the selection process. No substantive material to indicate 'parrot making' and there is this conspiracy theory already floated.
Demagoguery is nothing but propagation of ideas to scandalize the establishment without any evidence. Either it is entirely based on whims or has deep vested interests.
The fact that Demonetization argument was dragged into this process, shows that it is a deliberate attempt to scandalize the institution.

Yadav criminals, Jat criminals, Ahir criminals, Gujjar criminals, Patel criminals, etc are not real OBCs. You ask them: they claim they are Kshatriyas. That is why they have surnames Singh, Chaudhury, etc. They are real criminals.
Recently, I saw a 30YearOld JatMaadharChodh kickking and thrashing a 55YearOld gentlemen over a petty argument whereas the mistake was on the part of JatMaadharChodh.
JatMaadharChodhs destroyed Rs 25000 crores property while agitating for OBC reservations in 2016.
A few years back a JatMaadharChodh was arrested for raping a NorthEast girl.
Recently, I saw a GujjarMaadharChodh flaunting an unlincesed pistol in a UP town restaurant and talking loudly.
Now PatidarMaadharChodhs, who are among the most prosperous, want reservs under OBC.
In fact, in the guise of 'Champions for the cause of OBCs' these criminals using reservations are becoming IAS & Class 1 officials, other gov officials, Ministers, CMs, etc.
Limit reservations to Most Backward Castes (MBCs), remove the criminals & the wealthy like Yadavs, Gujjars, Jats, Patidars, Modis, Jaiswals, Kapus, etc from OBC lists. Reduce total reservns to 40% (SC 15%, ST 5%, MBCs 15%, FCs BPL 5%) and leave 60% for merit

The whole interview looks rubbish and reflect badly on the quality of bureaucrats.
Scoring high on UPSC does not mean you have what it takes to be in IAS or IPA or IFS. The trainers at LBSNAA or SVPNPA will be able to better assess your ability during training because they spend more time evaluating you.
The analogy itself is BULL CR*P. As an IAS , you are not there to QUESTION the government and rebel. You are supposed to EXECUTE. That does not make you parrot. At best you can advise .
The examples giver are idiotic and defy any rational argument and logic
And one fails to understand why the author chose to bring in at random on Demonetization.

A person is a parrot BY BIRTH. Exams and foundation courses can not make him or her a parrot. If you have integrity , no matter what happens you stand your ground.
It is bull sh^t to accuse the examiners and foundation courses because you do not like it and float conspiracy theories on PARROTS ( with prejudiced undertones).
On a separate nore, UPSC is a common exam. It is not meant to test your mettle to see if you are fit to be IAS, IPS or IFS. The trainers and examiners at LBSNAA or SVPNPA will be able to judge you better since they spend more time with you.

Yes..Infact the training period will help understand the participants strengths, interest and inclination to perform better. Right now bcoz of the ill adjustment, many of them, though not all, forget that they are intelligent group which has managed to crack a difficult exam, and just get adjusted with the corrupt system. If you make them understand their line of interest, they will be able to contribute better to the system with their intelligence.

The system , starting from the beginning is rotten.What the government is trying to do by itself is also not enough. A total over haul of the system of babudom needs to be re imagined.
