Whenever there is a riot, there is provision of identifying the community that started the riot, and there is provision to impose community fines. So many riots have happened, all riots have been started by mostly one particular community. What has been done to apply the law? Law stipulates that if a judge reads a report in news paper , he can convert it into writ petition, and and ask for investigation and report, then punish the guilty as per law of the land. How many times has that provision been invoked for greater good of society. Some people think that public is fools, by and large.

The law says that only fire when fired upon. So, the Police has to wait for the criminals to fire on them. Police are also human. They have families. criminals will never change. They are used to easy money.
Courts that give them bail and NHRC that checks the cases also know that they are criminals.
Really funny in our country that voice raises often for the bad guys.
Always show some thing about good people but warn about bad ones. News always about bad will corrupt the people's mind.
