Death will act as deterrent. More importantly conviction rate and faster trail should reduce it significantly. Two other steps are equally important (1) Anyone preventing rehabilitation of rape victim or coming in the way of legal proceeding for the victim should be punishable offence. Many rape incidents are not reported due to social stigma. Those who cause the stigma should be tried as well (2) False reporting of rape should also be treated as serious offence
The question itself is foolishness which is expressed in words. Laws are to safeguard the interest of good society. We are all surrounded by so many Laws, Rules, Acts etc. Are they being implemented 100% in the administration? Then what is the necessity of these rules, regulations, Acts. Murderers might have escaped from his guilt of murders by so many reasons like, negligency, favouritism, corruption, lack of evidences, or even threat to the judicial system by some body. These are happehed. If the govt.remove the death punishment to the murderers, the no. of murder cases increased to such an extent that 1% of population is murered every day withe the reason one or other. In the history of world, no judicial has controlled the offences eventhough they have powers. But Laws and Acts are in existence.Where is no threat there must be offence. It should not be considered that, the punishment is for offender, but it is a warning to the existing people not to commit such offences. Law should not forget the internal intention of Judgement. Lastly I want to say one thing that, any kind of offenders are safeguarded by the corruptives officers and officials, politicians who have lost their patrotism. Hence, I have written a book against these corruptives i.e, H TEC in democracy and sent a copy as a guidelines to eradicate corrupion and improve the democracy with needful amendments in the IPC.
