In my part of world. I have successfully convinced authorities to and using churning machine to clean septic tanks.
In my personnel level I use to convince people to educate themselves and shift from there traditionally imposed profession.
But the quantum of problem and regressive mindset in both side (service provider & service receiver) is huge.
Mere superficial slogans of "clean India" (Swach Bharat Abhiyan) should be first step towards bigger goal.
We need to develop our sewage system scientifically, use technology and rehabilitated our citizen (last man of our society) to give them respectful life and use there intelligence for nation building.
It should be stopped immediately and provide & train them in latest technology from foreign country. Let them handled the work professionally. Because all are human beings.
Our PM who tweets for all and sundry issues, why is he silent on this issue? Why he has not raised this issue in his monthly man ki baath? Is it because this practice is an direct outcome of caste system cherished by sangh parivar?
Why not. What is wrong in doing a work, which provides employment for certain people who have accepted to do this work. If you stop it, will you provide employment opportunity for them. Work is worship - as long as you do not rob or beg. I have seen manual scavengers coming in two wheelers and carrying out the work professionally without any reservations.

Unfortunately, they are accepting the work since the Govt has not been able to provide any other job. This will stop if our Minister of Urban Development (with 100 Smart Cities Project) stands near the place where manual scavenging is carried out, every day.
This is very serious issue of OUR country where we are support WOMEN'S and very DANGEROUS for our SOCIAL VALUES. THIS CAN NOT IGNORE. We can take new technique or ideas from foreign expert/specialist.

The present Govt. is doing its best but unfortunately equipment for doing such work is not available especially to private individuals. They either do the work themselves or by engaging pvt. labour.

it is a Herculean task. every panchat should have necessary facility to dispose of the solid human waste. Modi's swach bharat is for achieving this. If your village is having this problem, why can't the villages come together and build a toilet/latrine for all to use? There is no point in blaming the govt for anything and everything. Govt on its part has already banned this practice and termed it as 'inhuman' act. for effectiveness of this ban, all countrymen have to co-operate
