This is a classic example of handling issues related to defence.In the name of maintaining transperency and avoid kick backs which does not exists, such delays are occuring. In fact it appears valuable time ie spent to find the ways how to get kick backs & favours and still appear clean before public.Other countries are finalising such purchases within three months.If this is democracy then better we should have military rule.
