There are two more of the same class who profess to know everything about everything and sit in judgment on everything. They are the Press and the judiciary. I propose the PM should not neglect these wise groups. Half the bureaucracy should come from journalists and half from judiciary! Journalists should be Returning officers for Assembly and Parliamentary elections. They need not be given any salaries as they have alternativeslike paid news or views, whatever you may like to call it. We should not delay these reforms if we want to achieve Utopia or maybe, a national-scale Nirvana. And if you forget to give the police even a larger role than they have under the Police Commissioner system, where they are the investigator, the prosecutor and the judge, all rolled into one infinitely powerful non-being, you will be doing that at your own peril!
I fully agree with the diagnosis of the problem which I have experienced for 35 years working as an engineer for the GOI.But the remedy suggested,(lateral induction form the private sector) will be wose than the disease which is the basic presumption that the intelligent amateur is wiser than the expert professional.If Modi has the wish and the courage,let him reorganise all departments on the lines of ISRO( which is the system in Sweden) and see the country leaping forward in all fields.
May be true that IAS may need to be shuut. But look at pvt social enterpreneurs having IIMs, Hawrwards, Pricetons etc. There is one such SEntrprse in Hyd. The Chieeif of which for simple greed had CEOs and other Senoior Mgment staff who do not worth the cost of paper on which their degree is given. All these incldng the Chieef who is intrnationally repuuted had only one common thread that is greed and sheeting the people. Like Greean pease this orgn, Soc Entrprs and its bossis are the kind one can never imajine. Basically, the quality of Idians as human beings with urge for claen and honest career and money are in great short supply
.....replaced with a fresh administrative structure of our own......unfortunately, it suited the congress traitors who were served power on a platter to carry on with a system which would henceforth salute the nehru-gandhi parivar.....no wonder everyone from the peon to the president ended up shamelessly doing 'jee-hujoori' to an italian housewife even in the 21st century... till the new generation hindustani voter chose to exert herself and brought in an entirely home-grown outfit in the form of RSS-BJP combine to govern! One can be confident that the average BJP politician is more nationalist and therefore less tolerant of colonial mentality of the bureaucracy....and would therefore support replacement of IAS with an entirely new government administrative structure.
AT the ADm Inst in Mussoorie IAS chaps are told that they should humiliate engineers Suptdg engineers far senior to them.Only a few of them remain people of integrity. The larger portion become the agents of one political party or the other in promoting the party interests and often in obfuscating factual evidence of massive corruption.Remember the Sinha chap and his meetingRaja et al. First and foremost do not post an IAS man inhis state and let him be in a state quite far with a differenct language so tht he would learn to be humble and communicative with the local people. Let the honest IAS chaps be in one position for at least three years continuously so that political rogues are thrashed out.
