Rape is not a man Vs woman issue. it is a criminal Vs civilized society issue. What about men raping boys and women sexually abusing little girls ? These issues also happen, even though it doesnt come out. Rape victims' fathers, brothers and sons also suffer. So let us not make it a men vs women issue.
When crime increases , vulnerable citizens are targetted first. Thats why rapes are increasing at the moment. If the govt does not control crime instead of gimmicks, soon the country will not be safe for men as well.
If you look at countries that are safer for women, you will see that they have lower crime rate in all crimes and they are safer for men and children as well. It is not possible that a country has a high crime rate, but safer for women because of culture or a country with a lower crime rate but higher incidence of rape. Regardless of culture and values, incidence of rape will be proportional to overall crime rate.

progressive women = women who see no difference between being the son of family or daughter of family...they want to contribute to family income, want to respected and treated as an individual, respect everyone and expects so in return, someone who has an identity of her own...beyond being someone's daughter, wife, sister, mom....someone who has her own opinion about things that matter to her.

btw a big % of india still lives in stone age era, where in khaps and panchayats and caste r still above the law

there is no 1 solution for it. a lot of things have to change.
1. india should become a matriarchal society. ppl shd understand that women are people too....and not just a wife or daughter or sister or mother. social mindset has to change. ppl like "you" need to change your opinion about women. society has to change.
2. social justice - there are many reasons listed for crimes - poverty, unemployment, etc. countries where there is a social justice are lower in crime.
3. ensuring normal childhood for everyone - criminals come from families where there is no empathy for others and abuse is rampant. society should take a collective responsibility that no child is being abused.
4. prevention - rapes still can't be stopped. educating yourself about criminals can ensure that you can avoid a situation where you are attacked.
Just want to add - societies where rapes are high are also high in other crimes - murder, kidnapping, robbery.
As i said...its the entire society has to change.
Crimes are complicated issues that have no a-b-c solutions.
New strategy is to blame society instead of Government...Govt job is to enjoy.and keep people eternally poor by looting their money....Security, society problem, hunger, poverty is because of society...Rape is because of men ...put them in jail...Govt will make law and will not provide public security since all the security is for CONmen and their King and Queen...
In my opinion the root cause for rape partial westernisation.We are not open fully,like west or totally following our cultures.I am staying in Algeria everybody pointing out towards India and Indians after these rapes. To minimise these cases govt must set up fast track and people responsible shall be punished without any delay. Punishment they should attempt such type of crimes. I follow indian news regularly,I am not all these are also ,since some people are very much misusing this. After Nirbhay s case ,two minor rape cases are very inhuman and culprits shall not be given any excuse without delay.If I am judge I will give capital punishment at least in these three cases.

Govt is saying...Rape is common..happens all the time...It's not their responsibility...Society is bad...Development should be inclusive like talk they do but they are running the govt...why people are suffering...getting raped...CONgress have links to anti social elements and corrupt media...
