Vikas : this is correct when one compares the two armies on every parameter.

The issue between India and Pakistan is not the capabilities of the two armed forces, it is the will to allow the achievement of critical objectives during the course of a war by the political leadership.

Pl. read the entire Cold Start doctrine available on Bharat Rakshak. It does away with defensive and offensive formations replacing all with only offensive formations. The essence of the doctrine is a quick and decisive deep armoured thrust into Pakistan without encouraging them to use nuclear weapons.

The biggest stumbling block to the effective implementation of the doctrine is the lack of will by the political leadership during the course of a war. If you could read the doctrine this would become obvious to you.

It is possibly true that cold start is not a real military strategy but more of a statement. There may not be much effect of it on deterrance for pak or china. neither are we currently prepared for handling the situation of cold start nor in immediate near future.

But it shows that at least a few in the strategic circles are embracing more of the punitive deterrance, excluding the nuke scenario.

There is no meaning of discussing will or not pak use nuke in answer to cold start, as it all depends on who is incharge of pak at that point. Irrespective of it that would be disastrous not for Pak, India, but for the whole world. So it is going to be historical turning point. Since in the aftermath retalliation by India (if any) will trigger much more intense war.

But if nuke is removed from the equation, and cold start is applied, it clearly amounts to the aggressive defence.

The daring decision by the strategists is also a messege to the world (though without any steam in actual scenario) that India may not be willing in future to stay the good boy in world front while taking innumerable 'little misceifs' of pakistan especially if the world community takes no action against their 'strategic ally'.

But to put it in action India will have to wait atleast 10 years with a proper plan and political will.
