ALL INDIAN STATIONS ARE CLEAN AND WONDERFUL AND WELL DESIGNED, IT IS THE RESPONSIBILITY OF PUBLIC NOT TO LITTER AND SPIT AND DOZE AND DESTROY PUBLIC PROPERTY. SOME PEOPLE IN-SPITE OF SIGNS AND HOARDINGS DO PURPOSELY SPIT ETC. TO SHOW THEIR PERSONALITY.....VERY BAD FIRST CHANGE THE THINKING THEN EVERYTHING WILL BE OK...
One can see a lot of improvement in Railways. The tracks are kept clean at stations, AC waiting rooms at a very nominal fee with good sanitation facilities are now available at Major railway stations at a very nominal fee of Rs 20 per hour.
The problem is that the media and the people are only interested in Negative information reporting and highlight only the shortcomings.

As a frequent railway traveller (at least 8-10 long distance trips every year) I wholeheartedly endorse what you said. There has been a huge improvement in cleanliness in stations as well as in the trains since Suresh Prabhu took over rail ministry. Also I get to see a large amount of construction work going on, mainly for doubling and tripling of tracks. I think in another 2-3 years time, we will see a very noticeable improvement in average train speed due to this doubling and tripling of tracks. I expect journey times of 500-1500km to be reduced by nearly 10-25%. I have started following Indian Railways twitter account to see all the updates on the various activities. It is highly informative and I encourage everyone to check it out periodically if you want to see the work happening in railways under Prabhu.
I am surprised nobody is blaming Modi. CAG wants to tell 50% is un tidy. but they are not willing to say 50% is tidy. We have good railway minister , he is making things happen, I think we need to support him. even Bihar will have clean railway stations may take more time.

THis has nothing to do with wealthy state or poor state. The reason stations are dirty in UP & Bihar is that people are illiterate or poorly educated and haven't learned civic sense.
