If a boy catches a girl & does "non penetrative Sex" with her. Later he threatens her to state to law enforcement that it was with her consent (Which is most probable if the boy is from prominant family like political leader, Gunda family, Village thakur or Panchayat member etc.) Then in that case with this new law, the boy will come out unscathed, but the girl will be ruined for life. The boy may become BOLDER & try the same thing with other girls of community.
FRANKLY SPEAKING, THIS LAW IS BEING PUT FORWARD TO SAVE UNRULY KIDS LEADERS FROM LAW. THIS LAW WILL CAUSE HAVOC IN FUTURE AS IT WILL BE DIFFICULT TO STOP THESE UNRULY KIDS.

please check the other side of the scenerio.. if the Girl belongs to prominant family like political leader, Gunda family, Village thakur or Panchayat member etc. then in that case the boy could be raise his voice for justice with the help of medical test...... and now if Girl's family may harass the boy's and his family if they want.. that could be stopped......

In that case most probably the boy will live no longer. If at all he does, it will be with some handicap.

Where are you from man? Didn't you know people in school who were having their share of fun?? Was anyone of them raping or getting raped? Rape is a completely different thing don't confuse it for consensual sex.
I believe penetrative or non-penetrative sex , consensual or non-consensual both are non-acceptable for children of the age group of 12-16 as it diverts their mind to what they should not seek or practice.
Just it should be observed that both the partners of such horrendous offense must be punished equally be it boy or girl or else our future generation would go into a deep slump and be back to Stone Age Culture...........

What is Unacceptable?
The Govt is not saying that as soon as a child turns twelve, it would be forced to indulge in such activities.
The Govt is saying that if the child does, to a certain extent, then lets not put them in jail and leave it up to the Parents / Guardians to tackle the issues.
If your 13 year old child gets involved in such activity, what will you do - go to the Police or handle it yourself?

The country will go down the drain only because of brainless people like you. Do you understand the consequences of a child going to jail for simply playing with another consenting kid in an exploratory sense and a stupid parent drags one of the kids to court..? Do you think any child will desist from doing this or do this by being “aware” of the law..?? Take the mud out of your head and fill with some gyan.

for decriminalise the law should - on first few attempt they should be warned by parents to avoid that activity otherwise they can be punished , I mean the rules should not be harsh but SHOULD BE THERE ...
otherwise it is not decriminaliseing it is legalizing and encouraging .

What is the need of the hour to bring such legislation now? What is the logic that govt has to give this time? Is sonia trying to impose western culture by making it legal? Last time gay bill was introduced which was again rediculous one. It was against nature.
Why the person who drafted the bill have reservations for the people below 12 years if involved in non-penetrative sex? Congress govt instead of concentrating on development and punishing scamsters they are more interested in westranising the country.
