haven't people read recently in TOI that in US second class students have oral sex..Do you want this to happen in India. What a bunch of idiots sitting in big positions. Now I believe that after 50 years of age, the maturity of that person is like a$$h()le.

I believe there should be a balance in addressing these issues. The Govt. should be wary of these issues and instead of punishing, the law should penalize the parents with heavy fines (money, fee) and make the kids do community/charity service for a certain period.
This way the kids will not only learn how lucky they are to lead such a life and will learn the values of life. They will know what are their roles and responsibilities. For example, making them work at orphanages, making them cater food to homeless kids etc; A kid serving to another poor blind student, will learn how hard students struggle for education and will realize what should be priority in his/her life. Such deeds will teach them many ethical values which they don't know and will change their perspective towards life.
I think Govt. should make efforts to make sure that the next generation of the society comes out with basic moral, ethical, and practical values rather than leave loop holes which might have adverse effects to the entire society.
Finally, i feel Govt. should give soft punishment to kids so that they realize that it is not the right age for them to involve in such activities.

Well people might not understand this but irrespective of the fact that govt on papers does not allow childern to have sex before the age of 18 but they still do have SEX as early as at the age of 14-15 (Girls) with any aged gourp of 16-40 (Male) if you read the TOI for the year 2001 the report states that the percentage of teenagers practicing pre marital sex in rural urban area is higher than metropolitan cities all these were under the age of 18 and now if we talk about the repurcussion or the side effect of it i have tried and tested it you go for proper physical relationship but after sometime you will loose interest in your girl as she will have all the loose things in this world.

I think this report is manipulative in nature. The context is where two children, mutually consented, that too within the age gap of 2 if they engage in a sexual activity it should be ignored to punish for such an act of love.

This is not to promote children and this is not to teach in schools or catechesm, but to protect the innocence of the children from abuse of the opposite partners parents, who are equally a party of the 'crime' if they made it punishable.

Media should focus on much more serious issues instead of teasing the sentiments of the readers.

What is the legal significance of "Consent" of a minor child as young as 12. How independent and uninfluanced the consent of child can be. Does Indian laws recognize the decision making ability of children in other matter, financial or otherwise.
Further, how long non penetrative sex can be non penetrative. Can even matured people confine draw a limit and abide by that. Do they expect from children to draw the limit and stick to that.

the legal significance of consent is the same as that of the other party (read child) who consented to do it.
so if you think one child's consent is irrelevant because he/ she is too young, same applies to the other child who got involved... and that is the whole purpose of this bill...
to avoid adults damaging a child's life for something he/ she was not fully aware of...

It seems womens rights lawyers, especially women do not understand the trauma of being raped.

Having known a victim in circle of acquaintances, I can say with confidence that any women lawyers not focussing exclusively on getting convictions of rapists are basically wasting their careers, lives, and the chance that women's rights movements have given them to do great good to society.

Traders fight more for trader rights.
Gamblers fight more for gambler rights.
Gays fight more for gay rights.

Women do not unite to fight for safety of women.

Time and time again we begin to believe that at least urban society has become safe for women only to find a horrendous violation coming right out of the heart of urban India - South Mumbai, Delhi, Bengaluru, IT or ITES industry and so on.

Encouraging "sexual freedom" or whatever sub-standard happiness you believe in, produces more rapes. Period.

Rich women just dont understand this.

The tragedy of being an educated woman is when a highly educated lady, or a socially well-known lady reveals that she was sexually abused when she was a child, by someone in the family or circle of acquaintances.

Women, 70 per cent of you are in rural India, they need YOUR protection, much more than you need sexual liberation.

_Please_ understand this, ladies.

The *only*, I repeat, O-N-L-Y thing that will produce convictions in rape cases is being handled by all-women crews.

The victim reports to a woman, is checked by a woman, questioned by a woman, defended in a court by a woman lawyer before a woman judge, and against a woman lawyer defending the accused rapist.

Only in this situation, when confronted with a police station, and a courtroom full of women, will the rapist fear for his thing.

As long as men have a veto in some place in the justice mechanism, it will be abused, against women.

I might sound like a nut, but the conviction rate in India for any crime is around 7-8 per cent. fact.

Rapes are basically not reported.
Say around 10 per cent, very optimistically.

Of those, not more than 10 per cent reach conviction due to the men involved in various stages.

With the name of the lady being made known, and our people being what they are, what real chance of a normal life is there for a woman?

The only other place that so many things go against a person are in places like Gaza, Somalia, Darfur.

And prisoners of war.

That is the statistical and mathematical reality confronting violated women.

And what is the only known cure to a POW/Gaza situation?

Being released from the prison, real or virtual, and the offender being imprisoned equally badly.

Only that is an effective deterrent.

In this case, a justice system full of only women.

Get it?
