Will I get tourist visa in 2 months if I apply today. I wish to visit NEW YORK, FLORIDA on tourist visa during summer vacations. If I do not get appointment by June 06, will this tourist visa still be applicable for next year?

Hi, I am staying in mumbai. My fiancé is in US right now.He has got his H-1 now.He is coming to India for getting his H-1 stamped but he is not geeting the suitable dates in mumbai. Can he apply to any other location.Can i also go with him as a dependent (H-4)to the loaction where he is planing his interview.
