Birth-based caste system, according to which people who carry bad Karma accumulated due to sins in their previous Janma are born into lower castes, is fundamental to HHinduism, though some try to deny that.
I agree that HHinduism is more secular than any other religion in the world, but it needs a more methodical attempt to change the 4000-year old birth-based caste system.
According to me Brahmins are the best behaved people.
To raise Dalits to Standards of UpperCastes in 25 yrs, first an authoritarian rule should be imposed and then carry out the following.
1. Impose strict family planning—2-child policy among Dalits.
2. Open English-medium schools in all Dalit colonies. Just to teach English from Class 1 to Class 5 does not cost much or need big infra. This can be easily achieved by reducing the salaries of our useless GovtEmployees by 5%. Or just do not revise the salaries of GovtEmployees for 30 years.
3. From Class 1 to 5 teach mainly English, the same content as a subject in Mother tongue and mathematics. Teach history, science, etc only after 8th class.
4. Make NCC compulsory (with English commands) and train them well in western manners, parallel with Indian manners (of course keep them away from bad habits of the West).
5. Train Dalits to think that they can achieve, win and grow: Change their mindset. Taking min number of English tests and scoring min should be made compulsory for all Dalits, before they can use their reservation certificates.

First within reserved class, provide first right to BPL, then LIG and then to others in order to bring real poor, deprived and needy in main stream. Today rich and influential dalits are snatching their right.

You are just trying to create division among the society by publishing non sense reports/ article.
Instead of making a way to create a harmony, you are playing a spoiler role. People like you and political leaders never want peace in India including all parties.

It is not just congress,the britishers played the card very cleverly and more to blame is thousands of years of opression of lower class, untouchability is the reason why we all suffer now.
