It could have been a contract keeping provision for pricing additional items on mutual agreement basis .In another case of Nuclear Reactor not a single penny was demanded extra.

Indian government places orders based on the recommendations of the armed forces. It does not take arbitrary decisions. If our armed forces are NOT satisfied with Russian quality for valid reasons, government should NOT interfere in this. We need to buy as per the requirements of our armed forces without any corruption.

Most of the aircrafts we bought for Vikramaditya from Russia are frequently breaking down and not serviceable. All future manufacture of arms in India MUST be through private sector. Each Private sector Indian company must tie up with different foreign manufacturers (western or Russian) for technology and must COMPETE with each other for India's defense contracts. Only such a transparent process will help build up India's defence industry.
