Lack of accountability, lack of political will, mindset of people, illegal nexus of politician and bureaucrats are the main reasons for sustaining such age old curse system, which is a big scars on our society.
The children are sweeping the trains. Number of children are begging at trains, some show some acrobatic plays to get money from the passengers after entertaining them with the play. As Railways is probably the biggest public limited making money from their services can take steps usings their CSR fund to rehabilitate those children cleaning the trains and begging in the trains?
Child Labor engagement is rising in Odisha. Govt machinery failed to check this. Even there has been no survey regarding Child Labor in Odisha since decades. The Child welfare Committees are not doing anything against the illegal employers of Child Labor. Children going outside the state with their migrating parents are subject to physical torture too. There are instances of hostages, breaking of hands of the children at Brick kilns in states like Andhra Pradesh, Telengana & Karnataka.
high reproduction rate in lower income group is the real reason for this social problem. we need to act on the root cause of the problem. subsidies cannot be provided to unlimited people. people who avail subsidy should go for 1-2 children. this will improve their socio-economic condition.
zero effect, we only try to copy and talk like the developed countries. As a child - they dont allow you to work nor do they help you so what it actually means is kill and wipeout all children - india policy

Without stopping begging you can not or should not ban child labour. The govt should provide basic necessities to all the citizen first than apply this. I feel it is better to have child labour than infant beggers..
