But the tepid discussion so far speaks about the kind of interest Rediff readers have in such topics. Government has resolved to clean the country and to provide toilet in every house in the shortest time.
There are more than 17 crore houses in 6 lakh villages scattered all over this large country of 32 crore sq kms. Just calculate the equipment, material and manpower required to build functional toilets in 17 crores rural houses complete with piped water supply and underground sewerage. With out proper flushing toilets will become a far greater health hazard than open defecation. Same for collection and disposal of garbage not only from aanganwadies and schools but from households and streets as well. It is an enormous task. I am sure the concerned Ministries have worked it out.

Dubey,it is not Govt job to provide toilet for all 17 cr house hold execpt slum and public toilet. Each individual house has make toilet along with house construction. See states like kerala. They build their own toilet facility. If govt does very big scam can take place.Bigger than 2G.BJP can get very big fund for next general election.

Sikim and Arunachal

Arunachal and Sikim can't be categorized in the same bracket with Bihar and UP. Both these states are sparsely populated and very clean compared to many other states.

Kerala is clean and a beautiful state. People over there have immense shame over defecating in the open so they build proper toilets. Where as most of the people in most of the states express their animal instincts while relieving themselves of their anal pressure. No shame at all !!!.

In general, Indian commoners - especially the middle class

cannot understand what basic human development means and why it is the most important part of a country's development.

Increasingly, they have come to think and believe earnestly that true development must manifest itself in the presence of hundreds and thousands of polluting manufacturing units that employ slave labour (and which yield rip off profits to its owners - who will then invest part of those profits in starting more and more slave labour units and further pollute the environment).

On any scale that compares factors such as air, water and soil pollution, minimum wages actually paid, observance and enforcement of the norms mandated in the factories act and taxes actually collected against taxes payable, Kerala stands head and shoulders above every other state in India.

Narendra Modi has spent a good part of the last decade shouting from every rooftop available in trying to create an impression among commoners that the state of Gujarat - under his enlightened rule - has emerged as a truly developed state and leads all other states in India in terms of all round development.

A detail by detail comparison between Gujarat and Kerala using the data of numerous surveys by the NSSO, the Census, the UN HDI and those by the various union ministries (including the ministry of environment and forests) will knock the bottom out of Modi's ever taller and taller claims about Gujarat.

But no, data, surveys, their methodologies, etc. are not the commoners'
