The NDTV had shown that the cleaning was done prior to PM visit so what is this Drama going on and money spend and the time ... the budget for this is the money to be pocketed by this politician ... Pls do not waste peoples time...

I would recommend putting bins every few hundred meters, so people got a place to throw rubbish in market or other places, when they are out of their home.
It is impractical to assume that people will fill up their pockets or shopping bag with rubbish and take it home to dispose off thoughtfully.
Also there are people who do not have pockets to store rubbish like ladies in sarees, and also there is some rubbish which no one want to put in pocket like banana peels.
Providing bins in busy marketplace can create Security threats like someone putting explosive in it, so bins made of transparent plastic should be used, which can reduce that threat.
Also paved footpath in busy marketplace should be considered, so that dust does not keep on blowing around and irritating people, when wind blows it or vehicles leave the road onto footpath.
I think it all come down to priorities and economics, as all the above need a good budget for sanitation and Public hygiene.
During last 10 years of rule by the Congress party , who grossly abused power at every level with flood of scams. The corruption rating of india was 97 world wide, and during BJP rule of less than three months, under MODI it has come down drastically to 44. The world is looking at india with different angle,and Indian economy has also grown up considerably during this time . Which is the biggest achievement of MODI leadership.
