The author started out saying that Modi is an autocrat who cannot tolerate intelligent and popular people who can communicate effectively, around him. Then went on to pour praise on the people in PMO as efficient, effective and honest. Then concludes saying we have to wait and see how these people fit in. I did not see anything in this to support the assumptions on Modi's behaviour.
