After so much of rains and flooding all earth formations are in a very loose condition and any further disaster can become un-manageable by human efforts; it is time to wake up the National Disaster Management group in Uyttarakhand as well as other Himalayan States

All Indians are blaming their Govt; their bureaucracy or even their private enterprise for this calamity.

But none of these three are actually responsible for what had happened.

If you look carefully, and study what actually happened, then it is the developed world i.e. the external forces rather than Indians themselves are the main cause of this.

I am not denying that all the 3 Indian sections that I had mentioned are not responsible; they are, of course, irresponsible. But their irresponsibility is the minutest and not the real one.

Their irresponsibility is just the symptom not the disease; the actual disease is in the developed world.

Indians irresponsibility only resulted in the last link of the chain. But the first whole part of the chain is because of the developed world.

Let me ask one thing; assume no one built a dam, no one built a road, no one built homes and lodges on the riven banks and no one ever went there and only wild life existed there.

Would the disaster still have happened?

My answer is YES.

What are the Primary reasons?

The primary reason is very heavy rain fall in a short duration and

lakes created by the retreating glacier and exposed debris.

Neither of these two reason is the creation of Indians.

Western world burn fossi fuels and pump greenhouse gases into atmosphere which being resulted in very heavy rainfalls because of global warming. Very heavy rainfalls are happening everywhere now in the last 5 years-US, Germany, India everywhere

The disaster is LOCAL not GLOBAL and 200% LOCAL mismanagement;
The effect is GLOBAL.

till the day we take responsblity for our mistakes and admit lapses at our end we can never learn from our mistakes and we will continue to suffer ...lots of lessons to be learnt and no point in blaming western nations for this....

Certainly not the westerners, I suppose.

And even if they had exhorted Indians to 'develop', who restrained the Indians from getting developed in a sustainable and eco-friendly manner?

25thousand guys each day gets into such fragile reason,people reach with heavy petrol-vehicles till the glacier bed with bandwagon of naive fellas; 60Lakhs people each year making so much dirt of the entire ecology and here asking an EXPERT is just a laughing stock.
The destroyer is the Politico-Mafia Nexus who run the show and simply ignore or rather incompetent in lock-stock and barrel in terms of carrying out any responsibility of any nature. Admin Quality is absolutely non-existant in all the hill states.If anything exists , its extortion and loot in all forms;
AND JUST NO NEED for AN EXPERT OPINION.

As pointed out by Dave Petley, the Himalayan region is risk of a massive earthquake. This is not a revelation, even NDMA's reports have been saying this for years. But against its mandate, what is it doing is--almost nothing that would touch the development process at ground. I had a chance of interacting with most of the senior guys some three years back including the then VC Gene N C Vij while shooting for a documentary on Disaster Management. Gen was very sincere and had drawn plans, but after his exit, the work hasn't really taken off. NDMA has been made a rehabilitating post for politicians, retired civil servants, consultants, etc where they indulge in pet 'corrupt' games and pocket handsome money. Under the same documentary project, I also happened to interact with another NIDM. There is total disharmony between NDMA and NIDM. The funding of mock drills in states is not provided for. The sensitization, which should have been the primary concern and function of NDMA is totally paralyzed. Only NDRF, which in any case is a short-term deputation from para-military forces, seems to be one ray of light. But then again, without leadership, even best TV anchors don't know if they are 'response force' or 'relief force'. NDMA needs revival so that its ripples are felt at ground zero sooner than later.

NDMA and Govt officials will say that the warning of earthquake like that of very heavy rainfall on 16th.June is not precise and thus not actionable and hence ignored. Ignore it to the peril of the people you serve - who pay you your fat salary. Or just because they have elected you or you are not directly reporting to them, you have all the right- who cares.
