That means brothers are those who have the authority to decide what is correct and waht is wrong. From where these brothers got the authority? Is it given by default in Islam. Why such restrictions are applicable to females only?

Firstly the state should act strongly against fatwas and arrest them. Secondly all sound minded muslims should ignore these fatwas since they are citizens of a secular country and not governed by Sharia law.

But how come most of the best classical musicians, singers and dancers in India have been Muslims... Mullahs were busy mast urb ating during the last censtury it seems.
