because MPs (most of them old )do not understand any thing about IT and all most all the bills are passed in the same manner.may be IT do not bring them any money
Because it is a new parliamentary procedure of late.
Any Parliament session now a days begins with a disruption by the Opposition (normal) or by the Government ( Note : When Ram Jethmalani was talking about Rajiv Gandhi's Swiss Account, a Comngress member tore a paper and the hose was adjourned).
Some Bills are passed without debate,without participation of opposition.
If voting takes place, the allies of ruling Party and the opposition Party are bribed and the Bill is passed ( N Bill; Nothing happens if investigated)
Sometimes ruling and opposition Parties collaborate and stall a Bill ( Womens reservation, Lokpal etc)
Now it is very clear that there is universal disagreement regarding Lokpal Bill but both Congress and BJP are ready to push a Lokpal Bill.
Regarding FDI in Retail, UPA Government is ready to resort for voting. Congress is rejoicing AS IF THERE WILL BE NO DEBATE ON THE ISSUE.
That is Parliament procedure for you, India, the great Democracy.
