in india, the elected dont know how to use the peoples talent for improvement. in west , this system of talent selection for work is very smooth.they all know the method. probably 80-90% of westerners know the system of talent recognition and usage.
wheras in india maybe 10% know the method. (but 90% of indians know very well the method to make PERSONAL PROFIT out of public money)

Before India became independent, the people who went into politics knew that they will have to make sacrifices and even suffer. Being a neta meant to give to the nation. This trend continued for about a decade. Then going into politics became self serving, instead of giving to the nation they devised ways how to get something out of the nation, all kinds of scrounderals were attracted to the politics. The interests of the nation and masses were set aside, more and more MPs and Legislators got busy amassing welth for them and their next twenty generations. This greed trickled down to other officials and to the Babus. Mayawatis, Jaylalithas, Mulayam Singhs, Lalu Prashads and A Rajas along with Kalamadies are a few examples. Then the Mayhem caused in the Parliament proceedings became more fun than dealing with the national issues. BJP is a shameful example and the Congress has its own record of disruptions. It seems that if the ruling party says that 2 2=4 then the opposition has to protest using the lungs power than the mind. Merely having elections does not make a country democartic. Without the democratic responsibilities of the leaders and democratic rights of citizens India is a mockery of democracy.
