These basics are still a big luxury in India. The biggest problem in India is the Sarkar-Babu Raj - Lack of accountability and transparency. The Netas have smartly learned from the ex British Babus the theory of divide and rule. So they play caste politics, minority politics, reservation politics, freebie politics which are easy to do. But when it comes to the difficult ones like infrastructure, governance, Lokpal, Legal reform etc they run away. Unless these basic systems in India are fixed..babus will be babus.
