Of course, it does.
How it works >>
Take any government job, even that of a lowly peon.
To get these jobs you have to bribe the hiring babu. This is the down payment and is done on a flat rate based on a percentage of what the person in that job will earn over its lifetime. The other component of payment for keeping the job is a percentage of monthly earnings from "other" everyday sources.
The hiring babu and his superiors follow this 'food chain' principle right to the top.
The 'Top' in 90% of the cases is the Con Grace party government!
So yes, Con Grace party is the mother and protector of corruption in India!

Telegu, It is not hard to believe since he is a M having a id to hide it.
BUT, AFTER MURDERING THEIR OWN SENIORMOST-GOVT-OFFICER, THESE EVIL MINISTERS WITH COLD-BLOODED-MURDER ON THEIR HANDS, ARE COMING TO TV, AND BEHAVING LIKE INNOCENT-COWS.
BEWARE THE CONGIS.
U HAVE BUT ONE CHOICE: BE HONEST. OR BE A CONGRESSMAN.
" I recommended that petrol and kerosene licenses should not be given to the same person," how foolish this suggestion is...and she feels this suggestion is to be implemented as if there wont be any collution between different licensees. Severe financial penalty with cancelelation of permit should be imposed. Is there adulteration only in oil?? what about food adulteration? what about corruption? What about the looting in the name of service tax??
I strongly believe that malpractices in oil business is mainly because of the exorbitant prices prevailing. In our country, the petroleum products are unreasonably exorbitant due to highly inefficient managements of large sized oil PSUs. It is high time that we minutely scrutinised the working of companies like ONGC/GAIL/IOC/BPCL/HPCL and their gross refining margins, their costs including their CTCs. The country can ill afford to continue to remain blind-folded towrds the inefficient style of working of these giants.
Maharashtra Government is only concerned in releasing hopeless films like MY name is Khan, that’s what they site as their achievement!!! Anyway jokes aside Political patronage are extended to these Mafia, it’s but obvious the relationship is symbiotic now, what you will find Maharashtra Government will do is it will stage a drama of arrests, and in few days time these Mafia will be free to run their show. The politicians in India, take us for granted, it’s time now that People of India should rise against these corrupt politicians, who have looted their Motherland .
so it takes an honest officers sacrifice and public outrage which might make them lose votes which ganvalises the snoring politicians and other scumbags of the same flock.
