Rahul Gandhi says make Lok Pal a constitutional body. Can an investigative body be a constitutional body? In my view Lok pal should be a statutory body NOT a constitutional body.
A statutory body makes laws (statutes). A constitutional body creates the framework for laws to be made, it designates the authority, and the limits of the authority, of the statutory body.

Besides, the real purpose, i think, congress wants Lok Pal to be a constituional body is that getting a consenses on changing the constitution is remote.

A statutory body will be answerable to he parliament. A constitutional body will not be answerable to the parliament. i don't think making Lok Pal a constitutional body is a good idea.
