As per Wiki defintion: "Countersigning means writing a second signature onto a document. For example, a contract or other official document signed by the representative of a company may be countersigned by his supervisor to verify the authority of the representative."
Counter Signatory has big responsibility of approving the document and endorsing the veracity of the first signatory. When one countersigns a document, he becomes responsible for approving the veracity of the records, as well. So, ignorance or 'doing it in good faith' is not a valid defence. When he says that he has signed the list only in good faith, he clearly admits that he is no fit for the high post he has been selected in the first place.

Congress will continue to Win as long as Communal Minded BJP will continue to unleash fear in the minds of Minorities and Harijans. They will continue to vote Congress with full force for the safety of their lives knowing well Congress will do nothing for them but at least provide security which is always missing under BJP rule. After Modi's madness in Gujarat it has become impossible for BJP to win again and form government in Indian parliament.

You are under an illusion of your own, dear spiderman.
The fact is that Modi has swept the municipal elections in Gujarat and as per media reports, muslims have voted for BJP. This has in fact sent shivers down the spine of congress.
I am not saying that BJP is good. A party who submits to the money power of a handful of recent entrants in Karnataka is as bad as if not worse than congress. Communists have no development agenda, regional parties are a sham.
It is time we, irrespective of our religion and caste (which by the way MUST be purely a personal affair and not part of politics, voting, business, economy etc.) we belong to, started voting for the best available candidate in all elections, without looking at the party fielding them.
If this leads to fractured verdicts and hung houses, let it be so for the next few years. Atleast the political parties will get fed up with having to dance to the tunes of independents and allies and start fielding good candidates of their own to have a working majority on their own in future.
