Govt. Dodging responsibility
by Thing on Sep 29, 2016 11:30 AM

Very good points. How come there has been no debate on the rail budget in Parliament? Governments over last 20 years have been dodging their responsibilities in transport, health and education. Could be directly related to the stakes politicians have acquired in these sectors personally along with their crony capitalists.

It needs huge investment, but 78 days bonus declaration indicates govt.is befooling common man, not interested in development only interested to appease govt. employees who are 3-4 times cost to govt. in relation to market rate of common work force.
Similarly with 7th pay commission govt. has burdened tax payers by Rs.1 lac crore, for them it is a play.

The merging of the railway budget with the general budget is just the first step towards privatisation of the railways. New railway projects are all seeking private investments, thus PPP & BOT pattern has set in. In the coming years, we could see that the Rajdhani,Duronto,Shatabdi, & other super fast express trains being run by private players, and railways just plying the passenger class & other slow express trains which stop in nearly all stations. All this has been eked out in the BD Roy report, & the present rail minister is working on those lines.

Privatisation

Single Budget is the first step
Just like Govt leased spectrums for some years, it should lease Railway infrastructure -lines, signaling and other infra.
BSNL and indian airlines were worst service provided but privatisation has improved mobile services and Flight services.
The license to operate passengers traffic should start first. Govt can keep the goods traffic and a little of passenger traffic.
As we go forward License to build coaches and EMU should be given. Further new lines on BOMT basis should be given.

Dipankar, privatization is beneficial when there is competition. Mobile & Airlines give benefits to consumers because of competition. Do you think Railways can be operated by multiple private players in existing lines. I think not possible. I think best way to privatise railways is to do PPP on infrastructure & increasing lines and give some part of fare to these private players as recovery. Railways should be handled by Govt., not by private parties.

Mr Trivedi is on the other side of the fence and is unable to speak with neutrality. His answer to the last question is vague and avoids the question all together. There are no convincing arguments to any of the questions
