It is not being funded by Govt or by the Railways. So take a deep breath and relax. It is going to be built in PPP mode by private investors. Your tax money is not involved in this.
Do you complain why Indigo Airlines is spending 100,000 crore to buy 200 planes?? Then why complain about this?
Suresh Prabhu clearly said his priority is doubling and quadrupling of tracks to increase speed and capacity of current railway network.
