The State must "provide essential services (physical security, health, education, infrastructure, etc.) first before they take on their redistribution role."
True. And this can begin to take place only when
1. the lower bureauracy is sensitised to seeing their jobs as service instead of patronage.
2. The staircase of corruption starts to get cleaned from the top downwards.

UPA has lot of idot sin its box and perhaps the only qualification for getting any berth is that you should be a proven idots. Mr Poisonous sen is also one of them. He has destroyed Bengal nad now wish to destroy India. UPA has one point programme of destroying India.

All these idots have proved their idotness for the last ten years. CAD, falling rupee, growing unemplyment are indication of army of idots of UPA,
