99% of Indians live in perpetual insecurity. They are brought up in an environment where there is cut throat competition for meager resources and everyone is in a rush either for money, education (middle class obsession with IITs/IIMs/Civil services), power, fame, love etc.
So people are willing to take shortcuts to achieve their aim. This is the main reason we have corruption. They want to stash as much money as possible, not because they need it but because of long term insecurity, fears and jealousy.
People can be insecure even in western countries but not as much as India because there even if you dont have money/fame/power you will still have a good life (infrastructure) and access to benefits (social security, welfare etc., specially in European countries, Sheikdoms).
Media. Courts, Hospitals,Police, Politics, Banks, Educational Institutes, even Temples are not spared!! everywhere there is corruption. Congi party at the Centre which is Mahatma Gandhi party has to take entire responsibility as they ruled the country for more than 50 years. Now the condition has come to such an extent Lord Krishna with his Chakra will not be able to destroy this evil! Our politicians will not only remove our underwear but will not even leave the thread which used to tie the underwear!!

If you try to get done anything legally in India with government, they will not allow it. They will either delay it purposefully, or themselves direct you to a middle-man. This is the true story of corruption in india.
So, a common man or company is left with no choice but to bribe the middle-man of govt. to get any work done.
