What the author mentions is true, but many of these issues exist with speakers from Asia and parts of Europe as well. In many cases, the problem is also that English is not the native language.
Why doesn't govt give this training to all govt employees? I see pretty much all of these qualities in govt servants - even if assuming that they are efficient and honest.

Mostly now days have excuse that they do not have good english becoz they r indian and becoz of their humble background or their religion etc...
Don’t know who this Piyush Bhatia is and how she became “CEO” of BM English Speaking. Probably she starts some small institute and calls herself Founder and CEO. And there are many like her. She doesn’t know how to use the verb “stress” correctly and calls herself the CEO of English Speaking. And throughout the article (probably taken from elsewhere – with changes made here and there) there are plenty of mistakes in English. What does this mean? “A listener would not like to stress too much to listen.” “A loud and clear voice is a sign of confidence and always welcome.“ I know many loud-mouthed people with very clear voices. Nearly all of them betray over-confidence, and are mostly never welcome. “If your voice is clear, it communicates that you are very clear with what you are saying.” Really??? “Low voice is also a sign of poor confidence.” Not always. “To improve clarity in your speech, practise reading aloud a few sentences each day.” If I do not know how to pronounce words in English correctly, or my speech is unclear, by practising reading aloud do you think it would improve clarity? “Once you get a hang of it,…” Where did this English come from? Hi All I want to say is Loud does not mean like a voice from mike. When we speak loud we tend to spell out words clear & fully audible. And also some words with need to be highlighted in speech gets the listener interest to it Low voice is not bad way of speech, but when a company holds around 100 low voice remains low only.Low voice is not representing a person whose speech is smooth or slow. She did not mean to say you must be like a speakers high Volume HAHAHAHAHA. If u have doubts speak to me I shall explain it clear enough to you

I endorse your observation about mistakes. It could be that the author did not pay due attention. In Government normally a draft passes through two hands before being signed. For example: 7. Not paying attention to the speaker Now, there is a vast different between the words 'hearing' and 'listening'. [should have been ‘vast difference’] Next time, someone talks to you, listen to them -- it will be the best gift you could give him/her. [should have been ‘listen to him/her] (*Transgender persons can no longer be ignored. We need to coin a new word to represent him/her/transgender person)
