It is easy to write low-grade frivolous papers when an institution has infrastructure, research instruments and funds and the faculty member have frequent interactions with abroad - especially the US - the mother of all hype creators. For a meaningful comparison between Engg colleges it is essential to separate the research and the educational aspects. Research and Ph. D. programs wise the IITs for instance should be competing with IISc, TIFR etc. - not even with govt. R&D Labs that have a totally different mandate and do not enjoy many of the privileges of univ and IIT professors. Another important aspect is cost-effectiveness of the research. Are the returns commensurate with the money poured in? Moreover, a good researcher can always answer the question WHAT (work has he done) and not just how many and where. It's not too difficult to publish low grade research papers if appropriate inputs are available and if the interactions with US are frequent enough to know what passes for good research and what is current. Any comparison between institutes like IITs and colleges meant primarily for teaching is ludicrous at the best.

Peoples are not clearing IIT-JEE to get Nobel prize.. moreover there is a Nobel laureates who failed to clear IIT-JEE..
infrastructure wise VIT is par excellance among indian colleges, capitation fee is not a criterian at all in ranking,No college is interested in research or creativity , govt colleges faculty want salary and do other business like real estate, in pvt colleges mgmt want money, faculty work like donkey, students are bonded slaves , ultimately in india , education is a licence to earn some money decently ......nothing more than that.
