This Govt. is wasting the time.

There are lots of issues to be solved. Why this Govt. is serious in this issue? This issue cannot be solved by any legislation but pure couselling and creating some awareness. There is no need to make any legislation for this natual issue.

if penetrative sex is not ok for 12 yrs, then what type will they have..?
it only leaves blow-job, fingering each other, cunnilingus for the 12yrs... this seems to be less on the menu for them..

I think the government should think on inflation, poverty and other issues.

Ages have passed, there was no need of this and today also it is not required.

What prevents them from thinking on this as well as inflation and poverty? Do they have a limitation on how many issues they can 'think' about?

It's a very tricky issue. What with media and the net blasting suggestive sex 24/7 x 365, it's a bit of a gray area to claim that children cannot 'explore' each other. However, as parents, we would feel our children are violated by such events. Only proper sex education and awareness can hopefully create a more balanced and mature behaviour, both in children and adults.
