Every institution has a right to make a dress code. Some are more easy going, some more conservative. It is within the rights of the college to have a dress code -- the obscenity or purity of jeans or saree notwithstanding. It is a rule and those there are expected to follow it. The college has not dictated what teachers should wear outside, merely what they should wear within the campus, and that is its prerogative.

Same can be said for men .
After all it is men who turn the women in to all the stuff you mentioned.
IT IS THE MEN WHO ARE THE BIGGEST CULPRIT AND HAVE THEIR HANDS IN EVERY MISGIVING THAT A WOMAN SUFFERS.

Why don't India do same as what UK and Europe do.
calculate and deduct tax before paying interest on any investment regardless of how small.
Deduct tax on Any earning that one makes at source (paye Pay as You Earn)
that wasy no one will get away from paying tax except those who get paid in cash
but are not accounted for.
Such as private casual employees who only work for you for a few hours or a day.
any longer then it is your duty to deduct tax and pay it to the treasury.which is simple. You simply buy a Inlaid Revenue stamp and stick it on the person you employed on his green card.
post office then pay the equal amount collected to the treasury.
It is that simple and it works wonder.
Yes people like beggars and many other do get away but 90% don't regardless of who they are.
You have not offended any one, NOT ME ANY WAY.
