Every Institution has a dress code, and its upto them to decide what to wear and what not. As a student upto 12th grade you are not allowed to wear anything but school dress...
Having said that in corporates you are not allowed Indian formals, only western formals and business casuals. People in marketing and banks tie is a must... we never think of that then why bother this.
As far as provoking thoughts of mail students, even burkha cannot stop that...

Well said Saurabh .. there is nothing new in asking employees to dress up formal. Jeans are a no-no at many workplaces. Formal clothes definitely command more respect.
I think the move is right improper dressing by teachers gives a wrong signal to the male students however even sarees are revealing. I think the best way to solve this problem is by enforcing the Burkha for teachers - This is one attire which does not reveal anything - This will ensure that the males are kept in check. Colour options should be given and not only black should be enforced. Really appreciate the Muslim community for this attire non revealing outfits are required in India.
Teachers should not be a distraction for the students....students should respect their teachers and only Saree/salwar demands respect............Or does the college admins think this way? Shame.

if you cannot control your thoughts, it is not a lady's fault. dont make a scapegoat out of a lesser strong sex just because males are incompetent

The class of a female professor in Delhi University is always attended by all students which is not the case with other professor. The professor comes in mini skirt and blouse. Does it means that the professor is a better teacher than others or her provocative style of dressing attracts students.
