Your reasoning only supports "YATHA PRAJA TATHA RAJA" but not "YATHA RAJA TATHA PRAJA".
It is the leaders that the common man looks up to and it is the leaders that have to show the way to their people. It always works top-down in such issues.
We need strong, selfless, dedicated, and visionary leaders. Unfortunately, India has not had too many of them. Only Vajpayee and Narsimha Rao to some extent fit that bill. Rest of our PMs were either selfish, authoritative or plain dumb. Unfortunately, the near future doesn't look that great either. Advani, despite his drawbacks, is still our best option moving forward.

People are not corrupt its the position they hold is by definition corrupt... In a country of 1 billion a PM post was appointed by a politician.
A Police Commissioner is appointed by a Politician.
A Chief Minister post is occupied by the same person for 40 yrs (Jyoti Basu)
You should focus on the definition of power and demand change to it and then see what happens....
