And even before typing or even reading about what the proposed changes are, you are thinking of what Sachin's plan should be... thereby giving us a clear glimpse of your IQ level... :)
keep one day matches 50 overs only, at the toss, ask the captons to declare their target they can achieve, the side who declares more should be asked to bat, and if they achieves the target, thier team will be winner. and if opposite team restrics them, opposite team will be winner.

maximum 1 player is given two times batting chance in a single innings 11th man batting and 12th man only as runner no batting chance
Let BCCI first experiment it in domestic tournaments like Deodhar Trophy or any other 50-50 over tournament at home. If it successful , then send such suggestions for ODIs.
However, the suggestion looks foolish, there would be 3 innings breaks making it a very dull. The single 50 over innings builds a momentum which would be completely lost after the innings break.
If they really want to make ODIs more attractive, then they should cut down the overs to 35-40 per innings.
it will better if the ICC look into the matter of nowdays batsman in limited over matches switch to play reverse shot , which i feel not to be allowed , since the bowler has set a particular field depend on the batsman being lefty or righty .
