ICC should form panel for risk assesment for umpire in all form of Cricket. Based on Scientific evaluation (distance, maximum speed of ball, time taken by ball to reach to Umpire, normal human reflexes etc) panel can suggest all forms of personal protective equipments (not only helmet but also inner for protective for delicate organs, ie.,------)to be used while umpiring.
probability analysis of how many times shots are directed towards umpires. Percentage of shots played by players is straight drive. statistical correlation between speed of ball, speed of bat, speed of ball after hitting and delicate nature of body parts! I hope this is enough for panel to run for 10 to 15 years of research project. being a risk assesment exercise, panel can model a 3-dimensional random walk model with tager co-ordinates at umpire postion. the drift component can be fiunction of game format and teams playing.
Some comfortable and sturdy headgear should be designed even for the fast bowler too. The shots hit by the batsman have sometimes gone very close to the baller's head, even before he could stablise himself in his bowling follow through

although the umpires are very cautious during the match but still all day is not go well,you have to take precaution, helmet using baseball player is far better than using in cricket, these helmets are trasparent all around.

I am talking about Indian and Asian countries, understand.
I haven't seen any incident where umpire got injured and leave the field. If Harper is scared he is free to using helmet, there is no boundation according to ICC rules.

1996 world cup Semi final, when Richi Richardson hit a pull shot which hit leg umpire Venkatraghvan on head and he fell down.

Windies lost by 4 runs on that match. If venkatraghavan was alert, then match would have been tied and WI would have qualified for finals

Reaction time between the batsmen and the umpire is less then 0.50 sec. What they felt is correct... Umpire wont concentrate on the bat rather than the ball and the line

From that criteria bowler should also bowl with using helmet because their distance from batsman is lesser than umpire.

What a dumb cricket follower you are, the bowler intention is always to catch or stop the ball when it is hit towards him, but where as umpire can't do that, he has to escape the hit. When wicket keepers can wear helmet.. Umpires have all rights to wear them.
