Indian politicians are properly utilising the diversity, poverty and illiteracy of India...Great minds!!!
Demand for separate new states in India is politically motivated. Leaders will benefit a lot from the creation of new states, as creation of new states will create new positions for leaders. It may or may not benefit the people of the state but I see a great risk for the integrity of India. India is definitely heading towards regionalism where people in one state can not do job and business, or purchase land in other states. Regionalism will sow the seeds of hatred in the hearts of people. Finally it may lead to division of India into a large number of countries.
I see cops making money through blackmarkeeting. People who don't meet the criteria will pay extra bribe to the cops to magically meet all the criteria for getting a taxi permit. Cops can also do a 'random' check to verify a taxi-wallas credentials and demand more bribe.

Innocent people who don't know how the beat the system wouldn't be able to earn a living, crooks who are also smart will be the only one who will be able to beat the system and get permits. Another 'rule/policy' in India favoring the manipulative crooks.
