In Manipur and Goa it was joint Government. Nobody is supporting from outside. Here Cong does not want to join the Government but support it from outside. Moreover the Cong did not claim to form the Government. Governor can invite only those who claim to form government.
Cong did not have majority in Goa nor Manipur so they did not meet the Governor. Had they met Governor their claim could have been granted.

IN GOA AND MANIPUR THE GOVERNOR BELONGING TO BJP ,PLAYED DIRTY TRICKS, PARRIKAR IS ILLEGALLY RULING GOA ,AND EVEN NOW RULING FROM LOS ANGELES HOSPITAL, HOW GOANS ARE TOLERATING SUCH NONSENSE?

Get your facts right. Cong didnt stake claim. They were short by 25 percent seats. Goa forw party approached BJP and said we want Parrikar as CM and then we will join. What nonsense are talking about.

Paul the less you talk the better. I think you dont know anything. Cong didnt even approach the Governor. Digvijay was waiting for High Command instructions. Governor asks only to those who stakes claim.

Mr.Kumaraswamy should not accept the post of CM because more than 85% of Karnataka voters have
rejected him & his party so he has no moral autho-
rity to rule the state,ofcourse congress can claim
the CM post which is atleast somewhat preferred by
voters as compared to JD(S).

THE CONG GOT 6 LAKH VOTES MORE THAN THE BJP THOUGH IT GOT LESS SEATS, SO BJP HAS BEEN REJECTED BY THE PEOPLE

Paul, seats are the criteria, if at all you know , not the number of votes.
When it suits you, and wrong is done , then it is right for you & vice versa, now who is talking of double standards .
If Parikkar is ruling , he is still ruling appropriately , there are no complaints from people, only sickularists like you have a problem , whichever is convenient to you .

It is just for some pockets/seats the margin of victory is much higher so percentage of votes ar more. Dont know why some people are talking like idiots.
Take for example a party ABC puts up 80 candidates in a 100 seat assembly. Another party XYZ puts up all 100 candidates.
Lets us say ABC wins 60 seats and XYZ wins 35 seats. Naturally the vote share of XYZ will be more than ABC because they put candidates in all seats. This parliamentary type of democracy when voters vote for different people and not one candidate.

Karnataka is a very funny situation.
Congress has more share of votes. BJP has more share of MLAs and JDS stakes the claim to head the Govt with more say?I have never come across such a situation anywhere else.
